 Job Description

In Laredo, TX: Texas Association of Community Health Centers is seeking a full-time Chief Financial Officer to perform administrative and advanced professional accounting work who will be responsible for the overall financial operation of the Center.

Job Overview:

  • Will be supervising: Controller, Business Office Manager, Accounting, Purchasing, Accounts Payable, and Shipping/Receiving staff. Responsible for the overall supervision of: clerical staff within insurance and cashier/billing departments
  • Ensure Center’s fiscal compliance with organizational and Strategic Planning goals
  • Leadership in development, implementation, and evaluation of policies/procedures, strategies, and performance of fiscal departments, including Accounting, Procurement, Payroll, Shipping & Receiving, Billing, and Registration
  • Attends to patient complaints regarding services provided by fiscal department
  • Formulates and implements CPIRM (Compliance, Performance Improvement, Risk Management) and Business/Fiscal/Billing plans and audits related to all Center services.
  • Evaluates the effectiveness of all fiscal operations and develops, when necessary, a corrective plan of action
  • Participates in the development of the Center’s Annual Grant Application and any other applications
  • Facilitates and/or performs chart audits to ensure no inappropriate coding (both up- and down-coding) is taking place and to ensure that all applicable charges are captured
  • Creates staff development/education plan for fiscal departments.
  • Management of staff overtime to ensure that any overtime is warranted.
  • Assists with the development of the annual CHC budget and all other state or other budgets, and amends when necessary
  • Responsible for monitoring all budgets and informing CEO/COO of any problems, etc
  • Determines costs of operations by departments, sites and units of operations. 
  • Keeps abreast of managed care implications for the fiscal operation of the Center
  • Creates and implements accounting internal controls
  • Supervises and assists with classifying, coding, posting and balancing internal financial accounting documents and reports
  • Generates annual FQHC’s Reports for Medicare/Medicaid on a timely basis
  • Provides timely, complete, and accurate financial reports (FSRs) and analysis for presentation to the monthly Board of Directors meeting and the Finance Committee meetings
  • Attends board meetings and meeting of the Finance Committee as require
  • Participates in interviewing prospective staff directly or indirectly under his/her supervision
  • Develops job descriptions for employees directly under his/her supervision
  • Networks with local, state and national organizations
 Job Requirements

Qualifications:

  • Bachelor in Business Administration, Professional Accountancy, Finance, or Health Administration required
  • Master’s degree is preferred in any of the above fields
  • Certified Public Accountant (CPA) preferred
  • Minimum of 3-7 years’ experience in healthcare, not-for-profit accounting and budgeting controls
  • Knowledge of grant reporting preferred
  • At least three years of management experience
  • Bilingual (Spanish/English) preferred

Tri-weekly flights to Las Vegas, Nevada and bi-weekly seasonal (May–August) flights to Orlando, Florida are available. History of group / practice:

This organization is a federally-funded FQHC. The organization’s administrative office is located in the city of Laredo, in Webb County, Texas. Since 1989, we have been a local leader in establishing and providing excellence in health care for underserved population members of Webb County, Texas. The organization began as a sub-component of the local health department in 1963, serving only migrants in the area. As need grew, the organization responded. In 1989, we became independent of the local health department as a 501 (c) (3) Corporation. In 1991, the organization was fortunate to receive FQHC status and has continued to evolve business practices to address the growth in demand for affordable access to care.

In 2009, the organization successfully expanded its service region by receiving federal funding approval, through an application for Service Area Competition, to provide primary health care services for residents in neighboring Jim Hogg and Zapata Counties.
